Bills, payments, and payment accounts record what is owed and what was paid. Bank settlements record the matching bank movement in the same workspace.
Account entries are the line-level record. GST reporting includes GSTR-2B, with its own permission, next to the rest of the accounts workspace.
Accounting reports read the same accounts, bills, payments, and entries. A person who can see bills is not automatically the person who can see payment accounts or GST.
